Rafters, seriously.  If you did your research and benchmarked this project off of others around the US you will see not a single picture with a rafter on it.   Again, you have clearly demonstrated your lack of contextual understanding for the outdoor industry. 

Also, all the money raised for the project is from the private sector, the people, taking back the river from the government! 

Oh ya, we live in Dayton not New York or Chicago. No one is getting rich off being a politician.
